Resource Management

The Resource Management Act 1991 (usually called the 'RMA') is the main piece of legislation that sets out how we should manage our environment. It's based on the idea of the sustainable management of our resources, and it encourages us to plan for the future of our environment.

The Council is required to prepare a District Plan under the Resource Management Act. This plan is the primary document that manages land use and development within the Buller District Council's territorial boundaries. It contains rules that may affect you if you are making a development or land use proposal.

District Plan Objectives

The key objectives of the district plan are to:
*     Control activities to ensure that they do not have significant adverse effects on the surrounding environment
*     Manage land use to protect and enhance our environment
*     Protect and enhance character areas
*     Improve the quality of subdivision design and development

Any development, subdivision or other proposed use of a site must be assessed against the Council's District Plan. The District Plan contains rules about different types of activities in different parts of the district. Anything not permitted by the Plan requires resource consent.

There are 2 main types of resource consent for District council's:
*     Land use consents
*     Subdivision consents

Information on types of activities, resource consent application processes, assessments of environmental effects and land use consents are included in the factsheets below.
